(FTP), IP randomly changed, site wont allow IP lock

This is for the FTP By the way.

So ive got a new IP address, which is random. I had a certain one that started with 72 for a year. Now, ive got one that starts with 216. So, Ive tried to lock my IP with it, however, when i do so the IP address dont change. It stays at the original IP i used.

I cant get the IP to update. Anyone help me please?
