Win 3.1 + Win32s OR Win95?

Hi! I am using an x86-emulator on a low-end non-PC-machine. The speed of Windows 3.1 is quite usable, whereas Windows 95 is very slow. Okay, so I have heard about the "Win32s"-addon for Windows 3.1. It seems tempting to assume, that if I can run (at least certain) Win95-programs in the faster Win 3.1 (+Win32s), that they should also run faster then. However I have also read, that Win32s is actually a rather weird kind of patch, that will allow to just run 32bit-software on the 16bit-based Windows-3.1. So I guess that this kind of patching may also cause a huge load to the CPU.
Hence my question is: Is there something as a rule of thumb? What is generally faster: running a program on Win3.1+Win32s or running the same program on Win95? Will the 16-bit-bottleneck of Win3.1 cost more speed than the increased resource-requirements of Win95?
I would prefer some advices on this topic, rather than just trying out Win32s, because it is always a pain to install something in my slow emulation.

Any ideas?
