This page describes the releases of Windows, and there is a Korean version of 2.1 listed near the bottom, released in May 1990.

Found something called LogWnd 2.1 (as well as Windows 1.1, DOS 6.22) from a Korean site (http://www.devpia.com/MAEUL/Contents/De ... 1&ref=3791)
No idea what it is, but it is uploaded here:
