Today's world would simply not be possible with the software or hardware of March 2003.
Although you're technically correct (as DX11 wasn't around, nor was HTML 5) you could have come pretty close to it.

You seem to have this belief that computers are used and improved mostly to play games or browse the web. Or that you could come ''pretty close to the current world'' with old hardware. I think that's ridiculous.

If all I wanted from my PC was to play some games and browse the web. I wouldn't buy one because I already have a console and my cell phone can browse the web. Oh wait, today's gaming or browsing the web on your cellphone wouldn't be possible with 2003 technology.

Computers are used, developed and improved for the POWER they can offer that old computer, cellphone, mp4 can not offer. And their improving power is used to develop games with improving graphics, make better softwares, better technology, create better OS for the cellphones, etc. I seriously doubt you could host a actual web server like Wikipeida, DeviantART, YouTube or even BetaArchive on 2003 hardware. Let alone the fact that Google wouldn't be able to offer their new services like Google Drive or billion of videos on YouTube on old hardware.

I could go on but the point is, it's absurd to believe today's world would be possible on old hardware.
