IE6SP1 is the last for 9x. No updates after that.

No, there is no contradiction here. These programs all date before 98/ME support was ended. And the "bugfixes" are much more important really than programs such as you listed. Why? Because Microsoft could save face by allowing these programs to work on already existing systems, knowing they wouldn't lose anything. BUT - if they don't fix the bugs, then people building new machines will encounter problems and be "forced" to upgrade.
From your average joe point of view, updates and bugfixes have little value. Infact, lots of people I know find them annoying to deal with. As for misleading information, you won't see your average joe looking for help on microsoft's detailed information so only "experts" might've been affected by this (most "experts" already upgraded to XP at that time anyway).
As for the programs themselves, even your average joe find it to be an issue to not update to the lastest version of their softwares (this was especially true for msn messenger).
