There are several things that can cause it:
1. Latency - the higher the latency (ping) the worse the speeds generally are and normally happens with distance.
2. Congestion on routes along the way from the server to your computer.
3. Your ISP is choosing silly routing which slows it down.
4. Your ISP has congested connections.
5. There is a general routing fault along the way not caused by your ISP (but if your ISP's responsibility to route around if so).
The BA server is on a 1Gbps dedicated pipe and the data center has around 1Tbps (1000Gbps) of bandwidth available.
