So, after finally having relaziedthat the game was inspired by Outpost (and obviously Populous), here is a prerelease demo of said game.
It's from August 30, 1993 and says the game will be released in March 1994. It came with a non-interactive demo (also dated to late August '93) that was pretty large for that time (~35mb).

THIS "OUTPOST" DEMO
is copyright 1993 by Sierra On-Line, Inc.
The name, OUTPOST, is a registered
trademark of Sierra On-Line.

The "OUTPOST" DEMO was created by a group
of extraterrestrials from the general vicinity
of Sigma Draconis III. As we are currently
waiting for our invasion fleet to arrive to
destroy the population of this planet, we
have decided to kill some time by creating a
computer game called OUTPOST.

We Draconians are a profit-oriented race,
and we're really excited about the release
of this game in March, 1994, which is just
before our invasion fleet is due to arrive.
Therefore, if we can sell enough copies of
OUTPOST to make it worthwhile, we may decide
to spare your insignificant little mud ball
of a planet.

As we have temporarily assumed your awkward
human form, we must also list the "names"
and assumed titles of those who are putting
this project together. They are as follows:

Dan Brotherton--Code Master
Jon Bock--Art Master
Randy MacNeill--Code Manipulator
Richard Powell--Art Manufacturer
Michael Lytton--Code Manipulator
Terry Falls--Art Manufacturer
Neal Grandstaff--Harmonic Tone Inducer

If they are still retaining their current
forms, an even longer list of assumed names
will appear in the final OUTPOST credits for
the game.

Thank you for your cooperation and assistance
in retaining our "employment" at Sierra
On-Line. We may end up destroying you anyway,
but we appreciate your donations in the meantime.
