It's really not that big an issue. OK that was written I think before the off-topic forums were restricted, so technically it could go, but it's not doing any harm staying there. If the off-topic forum was unrestricted, then that rule would be valid.
Thanks for pointing it out though, but it really needs no action. Unless Andy wants to remove the (unless posted in off-topic) part.
Its similar to fixing spelling and grammar. Doesn't make any difference whatsoever. Its only going to make a difference if the off-topic forum gets opened, so could just leave the exception just incase it gets opened for some reason.
