It was pretty obvious back then that Microsoft was pushing Windows more and more, and slowly trying to fade out MS-DOS. The last stand-alone version that they made was 6.22, as we know, and from then on, they bundled it with Windows before removing it pretty much completely.
It wouldn't have made much sense to sell MS-DOS 7. It was already bundled with Windows 95, thereby making it possible to install without any version of DOS already on the computer. Also, by this time, the GUI was becoming more and more popular, with DOS decreasing in popularity. Hardly anyone would have bought it, DOS was on its way out, so they shouldn't have. And indeed, they didn't. Quite a smart idea.
