First, you should see if the first portion of Windows 98 Setup runs. When booted from a CD-ROM (this also includes booting from a Setup boot disk that has the same purpose as booting from the CD-ROM drive), Windows 98 Setup will normally start in text mode, and it is during this time that the hard disk partition is created and formatted, if necessary. Then, once Setup is done with that portion, it will then move on to finish loading.
If you don't see any text mode portion, or you don't see an option in the boot menu to run Windows 98 Setup, then just select the option to enable the CD-ROM drivers, run FDISK (if necessary), format your hard disk (again, if necessary), and then change to the drive on which the Setup files are stored and install from there.
Believe me, during a project of mine where I rerun all beta tests of each version of Windows, I had to do the same many times during the Windows 98 and Windows Me (Millennium Edition) portions. But if you still need help, then feel free to ask me as much as you like.
