you can create img files with WinImage, just change the extension manually by typing img instead of ima/imz (when you choose to save the file as an ima)
One warning though, only IMA is completely compatible with IMG, if you select IMZ and change the extension to IMG, the image will still be compressed and thus unusable in some programs.
IMZ is just zipped IMA/IMG...
